Bowman Engineering & Consulting (BEC) served as the lead General Engineering Consultant (GEC) and Program Managers for the Denton County Transportation Authority (DCTA) as part of the On-Track 2010 joint venture.
BEC’s primary responsibilities included the direct program oversight including CMGC Guaranteed Maximum Price (GMP) negotiations, final design completion, construction oversight, system implementation, integration and start-up of the 21.3 mile, $350M CMGC, A-Train commuter rail system from Denton to Carrollton, Texas.
The A-Train capital program management consisted of design and construction management, system integration and start-up of all elements of the A-Train passenger rail including such elements as rail operation and maintenance facilities, five commuter rail stations, park and ride facilities, as well as the implementation of six municipal FRA quiet zones and the complete oversight of the design and construction of all heavy civil, structural and signals/communications elements of the A-Train program.
Additionally, BEC services included vehicle procurement oversight, passenger amenity upgrades, bus rapid transit planning, and the direct management of all project controls, scheduling, document and data control, cost estimating, contract negotiations, cost and change control management, construction quality assurance oversight and project closeout. BEC also provided planning and alternative analysis, preliminary engineering and rail operation and maintenance facilities final design, as well as vehicle delivery and final inspection, value engineering, railroad consulting and public relations services.
BEC’s direct team leadership through the value engineering process directly resulted in the reduction of total project construction cost estimates and resulted in the reduction in the total contractor’s proposal from $227 million in construction value to $192.8 million resulting in a total program savings of more than $34 million in construction costs.
